Leap seconds have had to be inserted into the year twenty-two times between 1970 and 1999, showing that the earth is slowing 0.77 seconds per year. At this rate, the earth would have slowed to a stop if it were billions of years old.
1970年～1999年の間に閏秒が22回挿入された。これは地球の自転が0.77秒/年の率で遅くなっていることを示している。この率だと、数十億年で地球は自転を止めてしまう。

Response:

1. 閏秒をほぼ毎年1回挿入していることは、地球の自転が毎年約1秒遅くなっていることを意味しない。これは正解標準時(UTC)と天文学時間(NIST Time and Frequecy Division)の乖離によるものである。地球の自転は減速しているが、そのような大きな率でではない。現在の1日の長さは24時間より極わずかに長い。地球が一定の速度で自転を続けているなら、過去30年と同じ頻度で閏秒の挿入が必要となるだろう。
