The strong programme is a variety of the sociology of scientific knowledge (SSK) particularly associated with David Bloor, Barry Barnes, Harry Collins, Donald MacKenzie, and John Henry (historian). According to Bruno Latour, the strong programme's influence on STS is without parallel (Latour 1999).

The strong programme is a reaction against previous sociologies of science, which restricted the application of sociology to "failed" or "false" theories, such as phrenology. Failed theories would be explained by citing the researchers' biases, such as covert political or economic interests. Sociology would be only marginally relevant to successful theories, which succeeded because they had revealed a true fact of nature. The strong programme proposed that both 'true' and 'false' scientific theories should be treated the same way -- that is, symmetrically. Both are caused by social factors or conditions, such as cultural context and self interest. All human knowledge, as something that exists in the human cognition, must contain some social components in its formation process. The presence of social factors alone is not enough to falsify a scientific theory.

Criticisms of the strong programme (Strong Programmeへの批判)

In order to study scientific knowledge from a sociological point of view, the strong programme has adhered to a form of radical relativism. In other words, it argues that - in the social study of institutionalised beliefs about ‘truth’ - it would be unwise to use 'truth' as an explanatory resource. That would be to include the answer as part of the question (Barnes 1992), not to mention a thoroughly whiggish approach towards the study of history. Radical relativism has been criticised, by Alan Sokal as part of the Science wars, on the basis that such an understanding will lead inevitably towards solipsism and postmodernism. Strong programme scholars insist that their approach has been misunderstood by such a criticism and that its adherence to radical relativism is strictly methodological.

The principles of symmetry and impartiality tell us to look for social causation in both camps. No problem with the global warming skeptics. As for the international community of scholars who have united to declare a consensus on the anthropogenic causes of climatic change, clearly there are social factors at work. They have, for one thing, collaborated earnestly to get this message across, no doubt dragging along some of their colleagues who were less than 100% sold on the idea.

To be honest, I don't think that the Strong Program should address this controversy. At least, not right now.

Doing so, inevitably, would only provide global warming skeptics with additional ammunition, and lead to further public confusion. Perhaps, even, it would be fundamentally unethical, even monstrous. Christian creationists in the US have cooked up the name "Intelligent Design" for their theology in order to try to smuggle it into school biology lessons, because they fear that evolutionary theory harms the moral fabric of society. They were humiliated in a 2005 trial, in which parents successfully prevented the Dover school board from mandating the use of their creationist textbook. UK-based sociologist Steve Fuller appeared as a witness for the creationists at that trial, embarrassing many of his colleagues in the field of "science and technology studies". His amazingly bad new book is not likely to reassure them.

Once upon a time, Fuller points out, most science was inspired by the possibility of understanding God's creation. That is true, but it does not mean, as Fuller pretends, that contemporary "ID" is an alternative method of doing science: its remit is strictly anti-science, cynically positing a "God of the gaps" for political reasons. For his part, Fuller happily adopts ID's rhetorical tactics: speaking of biologists' "faith"; forgetting to mention (or merely being ignorant of) the wealth of evidence for evolution in modern biology that wasn't available to Darwin himself; and even muttering about the "vicissitudes" of fossil-dating, thus generously holding the door open for young-Earth creationists, too. The book is an epoch-hopping parade of straw men, incompetent reasoning and outright gibberish, as when evolution is argued to share with astrology a commitment to "action at a distance", except that the distance is in time rather than space. It's intellectual quackery like this that gives philosophy of science a bad name.
